Our Story
Why Preconstruction?
Most MEP cost overruns and schedule failures are decided before a shovel hits the ground. Undersized systems, uncoordinated designs, and poorly scoped bid packages don't become problems in the field — they become problems in the preconstruction phase, and they're just not caught in time.
RFF Services was founded to close that gap. We bring licensed contractor expertise — not just estimating experience — to the preconstruction table. That means we understand what it actually costs to build a system, what the field will push back on, and where the real risk lives in a set of drawings.
Our clients are general contractors, developers, building owners, and federal agencies who need a trusted technical partner during the phase that matters most. Grant Schaffer has provided professional services in the construction and MEP industries since 1988 — spanning management, estimation, procurement, and project controls for consulting, mechanical, and general contracting firms across the country.
His career includes preconstruction, design-assist, and design-build project development, conceptual budgeting, milestone estimating, and value engineering services as a Senior MEP Project Controls Manager and estimating specialist. He has been involved in new construction, remodeling, and rehabilitation across HVAC, plumbing, fire protection, and irrigation — working under and alongside licensed engineers for over a decade.
Grant's healthcare experience is extensive and includes OSHPD/HCAI-regulated projects for Kaiser Permanente, Dignity Health, Providence Health, Loma Linda University Medical Center, VA Medical Centers, UCSF, UCSD, Hoag Hospital, Scripps, and dozens of other major health systems across California, the Pacific Northwest, and the Mid-Atlantic. He understands the regulatory complexity, documentation standards, and coordination demands that OSHPD/HCAI projects require.
His federal and government experience spans GSA courthouses, NAVFAC military facilities, Naval Special Warfare Command projects, CDCR statewide programs, Judicial Council of California courthouse construction, and major airport infrastructure at LAX, SAN, and SFO. As a certified SDVOSB, RFF Services is qualified for federal set-aside and sole-source contracts across VA, DoD, and civilian agency programs.
